Adopted ordinance extending pre-eviction notice to 30 days, adopted ordinance requiring quarterly reporting on encampment removals, approved granting $1.5 million to Agate Housing for emergency renovations at its downtown building.

Approved a contract increase with Storm Training Renewal for de-escalation and use of force training for MPD officers, as mandated by the MDHR settlement agreement.

Received budget presentations for the 311 Service Center, Information Technology department, and Technology Improvement Plan.

Approved extending the Shotspotter contract through 2026 and adding the Loring Park area.

Delayed consideration of a contract extension for ShotSpotter, a gunfire location system, by a 4-1 vote. Approved an internal and external evaluation of the system.

Approved the reassignment of a federal grant for housing support for people living with HIV and AIDS to Aliveness Project from Rainbow Health, which abruptly shut down on July 19th.

Approved a bid for the Convention Center Meeting Room remodel project. Approved allocating $533,473 to 2024 violence prevention from unspent Neighborhood Safety Department funds. Received a presentation from the Capital Long-Range Improvement Committee on 2025-30 proposals.

Received a presentation on the proposals to pedestrianize Nicollet Mall through downtown and move transit services. Received the annual reports of the Pedestrian Advisory Committee and Bicycle Advisory Committee.

Received two presentations improving workplace culture and hiring practices for public safety workers. Received a presentation on programs supporting immigrant and refugee populations in the city. Received a presentation on the city’s procurement and contract management process.

In an 8-4 vote, approved contract with the police union. In a 7-5 vote, approved using the Downtown Assets Fund to cover increased MPD costs and alternative public safety approaches. Returned bid for Convention Center remodeling to committee. Approved vacant building ordinance.

Received presentation on new draft bylaws for advisory boards & commissions. Approved a resolution supporting the striking park workers.

10 residents spoke against $1,000+ bills for street light replacements. Committee received presentations on the Southside Greenway, Neighborhood Traffic Calming program, and the traffic camera pilot program, which begins in 2025.

Received a closed session briefing lawsuit by the Minnesota Coalition on Government Information against the city over the use of coaching, and how it's recorded, within MPD. Approved City Council budget priorities. Postponed accepting bid for remodeling convention center.

Received update, but did not vote on, the MPD contract. Received presentation from Minneapolis for a Better Police Contract. Received public comment on police contract from 33 residents. Approved a $13 million bid for improvements at the Minneapolis Convention Center.

Budget Committee moved forward recommendations for mayoral consideration in the 2025-2026 budget.
