@CHIdocumenters Item 1: Request is for approval of competitively bid contract with HCL Technologies, which was selected based on established evaluation criteria. Specifically, HCL has met Minority and Women owned Business Enterprise Ordinance through Direct participation and partial MWBE waiver
@CHIdocumenters Item 2: Derrick Thomas, Dept. CIO Bureau of Technology. Propose contract amendment to renew and increase contract with Guidehouse, Inc, for additional contract authority, time for Quality Assurance (QA) in order to support the Integrated Property Tax System (IPTS) project.

@CHIdocumenters Item 2: Guidehouse has met Minority and Women owned Business Enterprise Ordinance through Direct participation. MBE/WBE accounts for 36% in total with property agency breakdown being DMD Consulting, LLC (6%); Amerigo, LLC (9%); The William Everett Group (21%).
@CHIdocumenters Item 2: Question about whether Tyler Property Division is there at meeting. Thomas replies no, but they'll be at Oct. at Technology Committee for a full briefing of Tyler implementation and provide update. Mark Hawkins president will be there to answer questions.
@CHIdocumenters Item 2: Question Reason need this $2M contract is b/c Tyler sit has been so delayed over time? Thomas - Correct. Question - When was Tyler implementation supposed to have been completed? Thomas - roughly 4 years ago but have been lots of challenges. Elected officials changed etc.
@CHIdocumenters Item 2: Quest. So original contract was for 2024. How much in total will we be giving Guidehouse to support completion of Tyler? Tom Lynch CIO Bureau of Tech: Want to be forthright. Num complicated about $8M total. Not to exceed number.
@CHIdocumenters Item 2: Commissioner - This $8M unanticipated and due to 4 year delay so Tyler should be helping to offset costs with final invoices in fundamental sense of fairness.
@CHIdocumenters Item 2: Commission concerned about amt this is costing, inability to fully forecast other challenges may occur & if will increase costs, time, effort. Mention of "activities" but no breakdown of what these are, how much of resources allocated to each. Said will bring to next mtg
