  • The Transportation Network Company ordinances setting pay rates for rideshare drivers were “returned to the author,” killing the ordinance. The state of Minnesota law setting driver pay included a preemption of city ordinances, so the Minneapolis ordinance was moot. Most council members cited their efforts to regulate driver pay as critical to the state passing this legislation.
  • A citizen ballot initiative to create a Civilian Police Accountability Commission for police oversight failed to secure enough signatures to appear on the ballot in fall 2024. If petitions want to continue the effort for a future year, a new ballot initiative with a number of signatures equal to 5% of the votes cast in the 2024 election would be required.
  • Confirmed the appointment of Civil Rights Director Michelle Phillips. The role had been open since February 2024, when former Director Alberder Gillespie was fired, for which the city cited insubordination and a backlog of cases handled by the Office of Police Conduct Review.
