• Forwarded without recommendation a city charter amendment allowing initiative and referendum for ordinances, by an 8-3 vote. In order to appear on the ballot at the November election, the full Council must vote to send the language to the Charter Commission for review by March 7th, 2024. Councilmembers expressed concerns over the timeline to review and propose amendments before the Council vote.

• Received and filed a presentation on new systems supporting the legislative department which have recently debuted that allow Council staff to better track constituent concerns, reports and policy briefings, and onboard new staff more quickly.

• Approved a contract with Wiley Reber Law PC for $1 million to support police misconduct investigations.

• Approved a contract for up to $1.5 million per year for four years with Effective Law Enforcement for All, Inc. (ELEFA) to evaluate the Consent Agreement between the Minnesota Department of Civil Rights, the City of Minneapolis, and Minneapolis Police Department.
